Who We Are
The Cooperative & Credit Union Regulatory Division (CCURD) is one of the divisions within the Business Regulatory Centre, responsible for administering and enforcing the legislative framework for cooperative societies and credit unions in Kiribati, under the Cooperative Societies Ordinance 1977 and the Kiribati Credit Union Act 1990. The Division plays a vital role for communities, societies, government, and the economy through the registration and auditing of cooperatives and credit unions, enforcement programs, on-site supervision, advisory services, and capacity-building initiatives. CCURD also promotes transparency, strengthen governance, and safeguard the interests of members in Kiribati.
Our Objective
The objective of the Cooperative & Credit Union Regulatory Division (CCURD) is to support the growth and sustainability of cooperatives and credit unions through its core functions, including free auditing services, training programs, facilitation of general and special meetings with members, dispute resolution, and on-site supervision. The Division also aims to uphold sound governance, financial integrity, and sustainable development across all cooperative societies and credit unions in Kiribati. These core services of the CCURD are carried out in accordance with the National Cooperative Law and Credit Union Law, promoting transparency, accountability, and responsible management practices across the cooperative and credit union sectors.
What We Do
• Registration and supervision of cooperative societies and credit unions
• Conduct compliance inspections and audits
• Prepare financial audit reports for cooperatives and credit unions
• Conduct Annual General Meetings (AGMs) and Special General Meetings (SGMs)
• Provide training and technical advisory support
• Conduct member awareness programs and financial education
• Resolve disputes involving members, committees, staff and customers of cooperatives and credit unions

2. Prepare Required Documents:
- Completed application form
- 1st Meeting minutes
- Proposed bylaws
- List of members and committee
- Registration fee
* for Cooperatives (Primary Cooperative - $25; Secondary Cooperative - $50)
* for Credit Unions (Credit Union - $25; Credit Union League - $50)
3. Submit Your Application: Lodge all documents with the Division.
4. Compliance Check: We will review and assess your submission.
